Gujarat, Goa and Arunachal Pradesh have emerged as India\u2019s top-performing startup ecosystems<\/strong>, according to the fifth edition of the States\u2019 Startup Ecosystem Ranking<\/strong> released by the Department for Promotion of Industry and Internal Trade (DPIIT)<\/strong>.<\/p>\n\n\n\n

Released under the Startup India initiative<\/strong>, the rankings assess how effectively states and Union Territories support startups. The evaluation period covered January 1, 2023 to November 30, 2024<\/strong>.<\/p>\n\n\n\n

Gujarat Tops Category A for the Fifth Straight Year<\/h3>\n\n\n\n

In Category A<\/strong>, which includes states and UTs with populations above one crore<\/strong>, Gujarat secured the highest rank<\/strong>, placing in the 90\u2013100 percentile<\/strong> bracket. This marks Gujarat\u2019s fifth consecutive year<\/strong> at the top.<\/p>\n\n\n\n

Karnataka, Punjab, Tamil Nadu and Uttar Pradesh<\/strong> followed as top performers<\/strong>, ranking between the 70\u201389 percentile<\/strong>.
States such as Rajasthan, Kerala, Madhya Pradesh, Uttarakhand, Telangana, Maharashtra, Andhra Pradesh and Haryana<\/strong> earned the leader<\/strong> status.<\/p>\n\n\n\n

Odisha, Assam, Bihar and Jammu & Kashmir<\/strong> featured as aspiring leaders<\/strong>, while Chhattisgarh and NCT of Delhi<\/strong> fell under the emerging startup ecosystem<\/strong> category.<\/p>\n\n\n\n

Goa and Arunachal Pradesh Lead Category B<\/h3>\n\n\n\n

In Category B<\/strong>, which includes states and UTs with populations below one crore<\/strong>, Goa and Arunachal Pradesh<\/strong> claimed the best performer<\/strong> tag.<\/p>\n\n\n\n

Himachal Pradesh<\/strong> ranked as a top performer<\/strong>, while Manipur, Meghalaya and Nagaland<\/strong> secured positions as leaders<\/strong>.
Mizoram, Sikkim, Tripura and Andaman & Nicobar Islands<\/strong> emerged as aspiring leaders<\/strong>.<\/p>\n\n\n\n

UTs such as Puducherry, Chandigarh, Ladakh, Lakshadweep, Dadra and Nagar Haveli and Daman and Diu<\/strong> remained in the emerging ecosystem<\/strong> category.<\/p>\n\n\n\n

How DPIIT Evaluated the Rankings<\/h3>\n\n\n\n

A total of 34 states and UTs<\/strong> participated in the ranking exercise. DPIIT assessed them across parameters such as institutional support, infrastructure, funding access, market reach, ecosystem capacity<\/strong>, and innovation focus<\/strong>.<\/p>\n\n\n\n

The evaluation also considered startup policy execution<\/strong>, availability of incubators and R&D centres<\/strong>, PE and VC funding activity<\/strong>, access to mentorship<\/strong>, and efforts around diversity and sustainability<\/strong>.<\/p>\n\n\n\n

DPIIT assigned 75% weightage<\/strong> to documents submitted by states and UTs. Startup feedback contributed 15%<\/strong>, while private ecosystem mapping accounted for 10%<\/strong>.<\/p>\n\n\n\n

Industry bodies such as FICCI, NASSCOM and CII<\/strong> joined the evaluation panel. Private players including Google<\/strong> and Zerodha-backed Rainmatter<\/strong> also took part.<\/p>\n\n\n\n

What Startups Want from State Governments<\/h3>\n\n\n\n

The report highlighted the need for better awareness of state-level startup schemes<\/strong>. Startups also asked for stronger seed funding support<\/strong> and easier access to working capital<\/strong>.<\/p>\n\n\n\n

Many founders stressed the need to include service-based startups<\/strong> in incentive programs. They also sought greater support for IP protection, patent filing<\/strong>, and R&D assistance<\/strong>.<\/p>\n\n\n\n

PM Modi Calls for Focus on Manufacturing and Deep Tech<\/h3>\n\n\n\n

The report coincided with 10 years of Startup India<\/strong> and the fifth National Startup Day<\/strong>. India now hosts over 2 lakh DPIIT-registered startups<\/strong>, making it the third-largest startup ecosystem globally<\/strong>.<\/p>\n\n\n\n

During the celebrations, Prime Minister Narendra Modi<\/strong> urged entrepreneurs to prioritise manufacturing and advanced technologies<\/strong> in the coming decade. He said this shift would strengthen India\u2019s role in global supply chains.<\/p>\n\n\n\n

While praising digital startups, the Prime Minister stressed the need for stronger AI, semiconductor, data centre and green hydrogen capabilities<\/strong>. He said these sectors would drive long-term growth and job creation.<\/p>\n","protected":false},"excerpt":{"rendered":"
